Anti-Gerrymandering Proposal

Congressional Candidate in Democratic Primary in New Jersey’s 10th CD

Article I, Section 4, Clause 1 of the U.S. Constitution (often referred to as the Elections Clause): The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing (sic) Senators.

As U.S. Representative, I would propose a new Federal Law:

  1. to make illegal in each State more than a single modification of Congressional Districts between Constitutionally mandated National Censuses every ten years; and that such State modification of Congressional Districts occurs within 4 months of all States receiving redistricting data from the Director of the U.S. Census Bureau or other authorized U.S. Official (will require changes to State Constitutions or laws of one or more States) and
  2. that all Congressional Districts of every State be of equal population as mandated by the U.S. Constitution; and that for each State such Congressional Districts shall be drawn with boundaries that span across the entire east-west breadth of that State at such latitude that the Congressional Districts so formed in that State satisfy the U.S. Constitutional equal population requirement; and that such East-West boundaries may be drawn from North to South or South to North with no more than one-half mile variance on either side as the Legislature of each such State may provide.

Early voting in the primary for NJ’s 10th C.D. runs through Sunday, May 31. In-person, Primary Day voting is Tuesday, June 2, 2026, at polling locations across the 10th Congressional District in communities in Essex, Hudson, and Union Counties.
